Most people in the UK (77%) had heard little, if anything, about the ECO scheme!

Polling by Survation shows 38% of adults in the UK had not heard of ECO, and an additional 39% had only heard a little about the scheme. Published September 2026.

Poor public communication, as well as a number of other factors listed in our new report including problems with delivery, ultimately led to the scheme closing early and failing to achieve its potential.

We can’t afford to let the government fail to deliver on home energy upgrades again.

The Warm Homes Plan (the scheme that will replace ECO) represents an exciting opportunity. Improving home insulation and increasing the use of low-carbon technologies such as heat pumps and solar panels are essential if the UK is to meet its net zero targets. As well as tackling the climate crisis, this work can also help bring down energy bills, reduce fuel poverty, and improve the health and wellbeing of millions of people. But as we have learned from ECO, ambition is not enough - delivery is everything.
